State of the State addresses domestic terrorism, climate change

Gov. Andrew Cuomo delivered his 2020 State of the State address on Wednesday, Jan. 8. In it, he outlined his agenda for the year, which he titled “Making Progress Happen.” 

According to the press release, some of the highlights of his agenda included passing a domestic terrorism law, passing a $3 billion environmental bond act to fight climate change, legalizing cannabis and economically investing in historic infrastructure like a reimagined Erie Canal and a new Empire State Complex. Other proposals include plans to help middle class families by expanding the free college tuition program, guaranteeing paid sick leave and creating tax cuts for the middle class and small businesses. 

The domestic terrorism law would be the Hate Crime Anti- Terrorism Act, which would address the increasing number of anti-Semitic and discriminatory attacks in New York State. This would be the first domestic violence law in the nation to include mass violence motivated by hate, creating a new A-1 class felony punishable by up to life in prison without parole. 

As for the environmental bond, Cuomo will launch Restore Mother Nature, which will target habitat restoration and flood reduction. 

Legalizing cannabis is also high up on Cuomo’s list, with a new Office of Cannabis Management being created to regulate medical, adult-use and hemp programs. 

Reimagine the Erie Canal and a new Empire State Complex will update historical infrastructures. A number of changes will occur along the Erie Canal with a $300 million investment, including pedestrian pathways and solutions related to flood mitigation, among others. The Empire State Complex will also be updated, with the full city block south of Penn Station to add rail capacity.
